Who performs the inspection?
Inspections are performed by Louisville Metro Codes & Regulations Department inspectors who use checklists based on LMCO Chapter 156 property maintenance code standards. Inspections may be triggered by non-registration enforcement or complaint-based requests.
When inspections occur
Non-registration enforcement
If a unit is not registered within 30 days after notice, the Department may inspect all units in the rental housing unit. This is in addition to complaint-based inspections.
Inspections require proper legal notice/authority:

- Occupant consent
Complaint-based inspections
Separate from non-registration enforcement, the Department has authority to conduct complaint-based inspections under Chapter 156 for property maintenance code violations.
What inspectors check

Utilities & Systems
Heat and basic utilities are present and working properly
Safety Devices
Smoke and carbon monoxide alarms in required locations
Electrical
Electrical outlets, lights, and panels appear safe and functional
Doors & Windows
Windows and doors open, close, and lock as required
Emergency Exits
Safe, usable exits in case of fire or emergency
Structural & Weather Protection
No openings allowing weather intrusion; proper drainage
Plumbing
No plumbing leaks; toilets and fixtures function properly
Property Condition
Visible signs of serious water damage, mold, or structural issues
The goal is to confirm that the rental meets basic health and safety standards for tenants under Louisville Metro's property maintenance code.
Lead hazard compliance
Lead enforcement provisions may require lead risk assessment/remediation steps. If cited for failing to obtain a required lead risk assessment or failing to complete lead-hazard controls, that status is shown on the public registry.

Inspection timeline
Inspection time varies based on property size and how many units are at the same address. For many single-family homes and smaller properties, inspections are often completed within 1-2 hours. Larger multifamily buildings can take longer.
