Minneapolis uses a tiered rental license billing system with (1) a base license fee (building + per-unit), plus (2) a supplemental fee based on the property's overall fee level. Fees vary significantly based on building size and property condition tier.

Tier 1 (Lowest Risk)

Supplemental fee: $0. Inspection cycle: 8 years.

Tier 2 (Medium Risk)

$95 building + $68/unit

Supplemental fee: $110. Inspection cycle: 5 years.

Example: 1 unit = $163 + $110 = $273

Tier 3 (Highest Risk)

$110 building + $173/unit

Supplemental fee: $221. Inspection cycle: 1 year.

4+ Unit Buildings

Tier 1 (Lowest Risk)

Additional Fees

  • Late renewal penalty: 25% of license fee if renewal received after March 15
  • Administrative fee (late after purchase): $250 + $20 per additional unit if new owner doesn't apply within 60 days of closing
  • Change of ownership inspection: $450 (many 1-4 unit scenarios)
  • Conversion inspection: $1,000 (e.g., property converted to rental or not licensed for 12+ months)

Proration: Applications submitted Sept 1 through end of Feb: annual fee reduced by 50% (but you must be licensed before renting/offering to rent).
