Santa Monica rental license inspection
What to expect during the inspection process and how we help coordinate everything for you.
Santa Monica inspection requirements
Santa Monica does not currently have a citywide, routine "rental license inspection" program tied directly to the residential business license, like some other California cities. However:
- You must provide safe, habitable housing under California law (state habitability standards + local codes)
- Your property is subject to complaint-based housing inspections by LA County Environmental Health or city code enforcement
- Best practice is to self-inspect using habitability standards so you'd pass any inspection if one is triggered
What inspectors typically look for
Drawing from LA County's housing habitability guide and California safety rules, typical inspection items include:
Life Safety Basics
Working smoke alarms in required locations (bedrooms, hallways, each level). Working carbon monoxide alarms for units with fuel-burning appliances or attached garages. Properly strapped water heaters.
Emergency Egress
Accessible, clear exits and egress paths. Bedroom windows that meet minimum size and opening requirements for emergency escape.
Habitability & Structure
Sound roof, walls, floors, no major leaks or structural hazards. Windows and doors that open, close, and lock properly. No broken glass.
Health & Sanitation
Absence of significant mold, chronic dampness, or unsanitary conditions. No infestations (rodents, cockroaches, bedbugs, etc.)
Electrical Safety
No exposed wiring. Covers on all outlets and switches. GFCI outlets where required (kitchens, bathrooms, exterior).
Plumbing & Heating
Functional plumbing fixtures, hot and cold water, no persistent leaks. Permanent, working heat source capable of maintaining required indoor temperatures. Adequate ventilation in bathrooms & kitchens.
How to prepare before renting
Even without a formal pre-licensing inspection, being proactive reduces risk of complaints or liability:
- Walk the unit with a habitability checklist (based on the items above)
- Test all alarms (smoke & CO) and replace batteries or units if they're old
- Confirm deadbolts, window locks, and common-area doors work
- Check water heater strapping and combustion devices (if any)
- Fix any visible trip hazards (loose stair treads, uneven flooring)
- Document the condition with photos and notes; keep copies in your property file
When inspections happen
Inspections typically happen via complaint-based housing inspections by LA County Environmental Health or city code enforcement. If a complaint is filed, inspectors will use these types of standards to determine violations.
There isn't a single official "rental license inspection checklist" published by Santa Monica, so landlords prepare by aligning with California and LA County habitability guidelines and typical rental housing inspection standards.
